#AEO2018Kampala Day 2 & Uganda Police Updates
The second Day of WCO’s 4th AEO conference accelerated into 7 plenary sessions, coded Track A – G with a total of 49 sub-sessions running concurrently through the Day.
Topic discussed ranged from WCO SAFE Framework of Standards, East African Community regional AEO Programmes, Single window AEO to Innovations and New technologies. These session gave delegates and the 4th estate a deep analysis for the function of WCO, The AEO and MRA programmes.
The conference has attracted some of the big global brand including reknown currency makers De La Rue, Huawei Technologies, KGH Border Services, B’Smart Solutions, GTS, IRU, the ambitious Nuctech, Bureau Van Dijk ,World BASC Organisation, S2 Global (Rapiscan), WCO Sweden Programme, Atermes, Bollore Logistics, ETRI, Hariss International, Korea AEO Association, Movit Product (U) Ltd, Pearl Daily farm, Roofings Group, SRS, Unifreight and national tax organisations or agencies in Korean Custom Services & Japan Customs. Uganda Revenue Authority & World Customs Organisation are lead sponsors.
The day’s major highlights center along the Uganda-China AEO bilateral talks that could lead to a future Mutual Regional Agreement (MRA) between the two states. The talks took place at the #AEO2018Kampala venue (Serena Hotel – kampala) and the details are soon to reach the fourth estate.
The Chinese delegation included Mr. Shao Weijian (First Secretary, Mission of China to the EU) and Team lead for the Chinese Delegation, Ms. Meng Yang (Director General, China Customs Class 1). URA’s Team was lead by Mr Dickson C. Katechumbwa (Commissioner Of Customs)

The Ex IGP, Kale Kayihura Handed over instruments of power to the new team in power shifts at Uganda Police headquarters in Nugura earlier on in the day. Kayihura who was sucked by HE Yoweri Museveni a few days ago appeared before the new waves of change in Okoth Ochola and his deputy Sabiti Muzeyi dressed in the UPDF ceremonial attire and promised to continue to serve and protect as per the police code.
He joked about how he is considering to join the crime preventers ( one of his policing tools) which caused the media fraternity to bust out in laughter. The hand over ceremony (or presser) was presided over by the state minister of internal affairs Gen Jeje Odongo. The General encouraged the new Inspector Of Police, Okoth Ochola to serve before self and wished the outgoing IGP, Kale Kayihura farewell.
